Both is plastic display sleeves. Regarding the $1 Silver Certificate: until the 1960s, the United States printed "silver certificates" as paper currency and guaranteed that a $1 silver certificate could be exchanged for a silver dollar. The $2 bill is a Red Seal note, dated 1928F. Regarding the $2 note: red seal two dollar bills all feature Thomas Jefferson. The biggest difference between red seal and green seal two dollar bills is that the red seal bills feature Monticello on the back of the bills. The biggest difference between 1928 two dollar bills and 1953 and 1963 two dollar bills is the position of the red seal. On 1928s the red seal is on the left hand side of the bill. On 1953 and 1963 two dollar bills the red seal is on the right side of the bill.
