Wilson, Woodrow (1856-1924), Letter Signed, August 29th, 1917, one page, as President, to the Honorable Newton D. Baker, Secretary of War, a letter with enclosures (unknown) and soliciting Baker's advice, "I should like your joint advice as to the way in which are contemplated practice should be states to the representatives of the neutral governments," (very good, old paper mounts to blank flyleaf, staple holes in upper corners).
