Chase, Secretary of the Treasury, President Lincoln, Gideon Welles, Secretary of the Navy, Caleb B. Smith, Secretary of the Interior, William H. Seward, Secretary of State, Montgomery Blair, Postmaster General, and Edward Bates, Attorney General, with wall portraits of Simon Cameron and Andrew Jackson. Inscribed in lower margin (from left to right) “Edwin M. Stanton, Salmon P. Chase, President Lincoln, Gideon Welles, Caleb B. Smith, William H. Seward, Montgomery Blair, Edward Bates”, “The First Reading of the Emancipation Proclamation Before the Cabinet”, “From the original picture painted at the White House in 1864”, with additional obscured inscription.
