Paper document with large blue seal lower left and signed by the 25th President William McKinley as well as Secretary of War Elihu Root. Military document also framed with color formal portrait print of McKinley above a brass metal plaque engraved "WILLIAM McKINLEY TWENTY-FIFTH PRESIDENT 1897-1901". Framed 33.5" x 36".
